Description of bills passed in NY Senate & Assembly this spring

NY State Budget Now 4 Weeks Late

BUFFALO, NY - New York State lawmakers have wrapped up another three day work week in the state capitol without passing a state budget, which is now four weeks overdue.

An inability by leaders of both houses to compromise on spending cuts is what State Assemblyman Sam Hoyt (D-Buffalo) says is at the root of the ongoing stalemate.

But Hoyt insists state lawmakers aren't idle in their work.

We pass bills and other work is getting done, ...we just can't seem to pass a budget," Hoyt told 2 On Your Side's Dave McKinley.
About 60 bills have been passed in the State Assembly and State Senate since the budget was due to be passed on April 1. ( see complete list below this story)

The bills are wide ranging and include matters such as allowing municipalities to borrow and toughening criminal laws, to more mundane issues.

But even in the work being accomplished, State Senator Michael Razenhofer (R-Amherst) is expressing frustration.

Some of the bills we're dealing with, like one today re-naming a highway, are ridiculous at a time like this. We should be concentrating solely on the budget," Ranzenhofer said.

Asked by WGRZ-TV what he is doing to try to move the budget process along, Ranzenhofer noted that he has consistently voted "no" on temporary spending bills which allow the state to operate without a budget in place.
"I think that just encourages people not to get serious about the budget. If you continue to support those extender bills then there's no urgency to actually get a budget deal done," Ranzenhofer said.

Asked the same question, Hoyt replied: "I speak up loudly in conference and caucus every single day saying my constituents are angry and fed up. They don't want borrowing, and Albany should do what every tax payer in New York is doing, ..which is making cuts."

But both insist the leadership holds the key, and that they can't do much more than sound off.

"One voice among the 150 is what I am," Hoyt said.
