Lottery at risk: not an essential State function


NEW YORK STATE -- The State Budget Division says the lottery is not an essential state function, so if an appropriations bill isn't passed Monday, you can't play the lottery on Tuesday.
That includes games like Take 5, Numbers and Win 4.
Lottery officials say scratch off tickets can still be sold and prizes up to $600 would be handled by the stores, but Rocky's News Stand in Syracuse says the loss of lotto would be a bust for business.
Owner Mike Glynn says lottery sales account for 30% to 40% of sales, "We not only use the lottery to build traffic for the store. It's actually become a foundation for our business.  We have thousands of customers each week and it would be a really great hardship for us not to be able to serve them and generate the sales from that, which in return fills peoples paychecks and keeps the staff busy.”

The New York State lottery tells CNY Central that contingency plans are in place, and it will make announcement about games, as more information becomes available.

The State Budget Division says this could also have an affect on schools, because they receive a portion of that lottery revenue.
